Effective Jan. 1, 2024: THKR performance measure revised to align with CMS
The Joint Commission is revising a performance measure for the advanced Total Hip and Total Knee Replacement (THKR) certification program’s performance measure — THKR-5: Postoperative Functional/Health Status Assessment — to align with a similar measure adopted by the Centers for Medicare & Medicaid Services (CMS). Postoperative functional/health status assessments (FSAs) for the patient-reported outcome measures (PROMs) and/or FSAs must be submitted within 365 days (acceptable range of 300-425 days).
The change — which will go into effect on Jan. 1, 2024 — aligns the performance measure with CMS’ recently adopted performance measure, Hospital-Level, Risk-Standardized Patient-Reported Outcomes Following Elective Primary Total Hip and/or Total Knee Arthroplasty, as part of the Hospital Inpatient Quality Reporting (IQR) Program. The IQR Program features a postoperative patient-reported, outcome-based performance measure submission period of 365 days (acceptable range of 300-425 days).
The change to the Joint Commission measure is intended to ease the data collection burden on reporters who submit data for both measures. The CMS measure was developed with extensive input from clinical experts, who recommended that the postoperative data collection period be aligned with clinical workflow and the typical one-year postoperative follow-up visit to allow for better patient-reported outcome data capture. In addition, patients often do not greatly improve function within three months of their operation because of the lengthy healing process. A one-year follow-up period allows adequate time for patients to regain optimal function and be able to accurately assess the success of their procedure.
This change will be updated in the v2024A Specifications Manual.
